REAC Physical Inspections

Effective October 15, 2002, the Office of Housing ceased mailing REAC Physical Inspection Reports to owners. Owners and their representatives must retrieve their released inspection reports directly from HUD’s Secure Systems. Immediately upon receiving notification of Exigent Health & Safety (EH&S) deficiencies, SHCC will contact the property owner or their representative. A certification is requested indicating that the EH&S findings have been mitigated (corrected) within three business days of the inspection. The certification must be in writing and on the owners letterhead, utilizing the HUD required standard certification language. The initial contact is made via telephone, followed by a letter sent via facsimile. The owner’s certification must be received by SHCC within 24 hours of the owner’s receipt of SHCC’s phone call or facsimile. Any related work orders or invoices must accompany the certification.

HUD revised the Department of Enforcement (DEC) referral procedures for properties scoring less than 60 on their REAC Physical Inspection. This new protocol pertains to all inspection reports released after November 1, 2002. The local Multifamily Program Centers handle the transmission of information to the DEC when a referral is made. Physical Inspections with scores of 30 and under are automatically referred to the HUD Department Enforcement Center (DEC) by REAC within thirty (30) days of the date of inspection.
