Utility Allowance Analysis
The purpose of the Utility Allowance is to determine the subsidy required to reimburse an energy conscious resident for utility costs. With each request for a rent adjustment, the property owner is required to complete an analysis of the current Utility Allowance. SHCC requires that documentation of this analysis be submitted with the rent adjustment every three years. There are several methods for completing this analysis.
- You can gather utility samples from your residents and submit them with the Utility Allowance Owner Certification form.
- You can complete the HUD Utility Model.
- You can have a professional analysis prepared. See a list of providers who have prepared analyses for owners' submission to SHCC in the past.
If you have submitted a Utility Allowance Analysis to SHCC within the past two years and found that no change is necessary, please complete the bottom of the Utility Allowance Owner Certification form.
