PRIMARY FUNCTIONS: Responsible for overseeing and supervising Property Standards Department Staff to ensure all assigned Incentive Based Performance Standards are met. Ensure that staff performs data entry in the Housing and Urban Development (HUD) iREMS system and the SHCC CA Database in accordance with SHCC Work Plan guidelines. Submit timely, accurate and concise monthly/quarterly/annual HUD reports to the Director of Property Standards. Draft complex written correspondence to program constituency that displays a thorough understanding of the issue and SHCC’s position. Keep abreast of all HUD regulatory requirements and industry changes specific to the Property Standards Department. Develop and implement departmental directives and/or supplemental processing guidelines to ensure accuracy, efficiency and overall compliance policies and regulations. Develop and maintain reports to track Property Standards staff performance. Perform monthly Quality Control audits to ensure staff is adhering to established SHCC policies and guidelines. Prepare timely, accurate and customized annual staff evaluations. Train, develop, and manage new and existing Property Standards staff. Actively supervise staff concerning personnel matters, work quality, timeliness of work, and other general matters and address performance concerns at the on-set. Perform general duties and responsibilities in a manner consistent with SHCC’s Work Plan and philosophy of fair, firm customer service. Actively communicate with the Director of Property Standards concerning personnel, workflow, inter-department communication, and owner/agent or property specific issues. Maintain efficient assignment and tracking of all calls and monitoring of follow-up actions on failed Real Estate Assessment Center (REAC) Physical Inspections and/or Exigent Health &Safety (EH&S) deficiencies. Answer incoming calls received into SHCC and HACA Call Centers, assign proper codes and enter into HUD iREMS system and CA Database, coordinate a resolution between the property owner, complainant and SHCC, and ensure that all calls are thoroughly investigated and addressed within HUD and SHCC prescribed timeframes. Perform other duties as assigned.
QUALIFICATIONS: Bachelor’s degree in Business, Public Administration, or Social Sciences from an accredited university or four (4) years of progressively responsible experience in the area of Contract Administration services pertaining to Section 8 project based housing, low income tax credit housing or federal housing programs compliance oversight. Supervisory experience. Knowledge of laws, rules, and regulations pertaining to state landlord tenant law. Some knowledge of the principles, practices, and techniques of private property management. Ability to establish and maintain effective working relationships with public housing residents, other employees and the public, and deal effectively with situations requiring tact and diplomacy, yet firmness. Ability to prioritize workflow and maintain an organized work environment. Ability to express ideas in oral and written form. Some experience in operating a phone system in a service environment. Must have knowledge of computer systems, networks, personal computers, and spreadsheets. Skill in office technology and fax machines. Knowledge of HUD Housing Quality Standards (HQS) or Uniform Physical Condition Standards (UPCS) and inspection procedures preferred. Completion of HUD Housing Quality Standard or Uniform Physical Condition Standards training desirable. Bondability. Valid Texas driver's license. Eligibility for coverage under fleet auto insurance.
WORK ENVIRONMENT & PHYSICAL DEMANDS: Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eye strain from working with computers and other office equipment. May require visits to outdoor developments, sites, dwellings or facilities, meetings with residents and managers. Duties are primarily performed in-office with some on-site visits. On rare occasions travel is required to out-of-town sites and may involve adverse weather and road conditions. May require travel to meetings, conferences, and workshops in other cities.

HAP Subsidy Analyst

PPRIMARY FUNCTIONS: Processes and tracks all Special Claims requests received and prepares SHCC responses to be submitted to the Senior Housing Assistance Payments (HAP) Subsidy Analyst (SHSA) for approval. Assists in preparation of and recommends revision to organizational policies and procedures related to the processing of special claims procedures and documentation. Corresponds appropriately and timely with owners/agents in the manner established by departmental policy regarding pending special claims. Submits other monthly submissions in an accurate manner in accordance with departmental deadlines. Maintains a working knowledge of federal occupancy regulations specific to Project-Based Section 8 housing and Special Claims processing guidelines. Performs auditing tasks as assigned by the SHSA or Director of HAP focused on quality control of specified tasks. Assesses the functionality and compliance of the Housing and Development Software (HDS) Special Claims Wizard with current Housing and Urban Development (HUD) regulations regarding the processing and computation of Special Claims. Notifies the SHSA of any issues that indicate modification is needed. Maintains and updates all digitally scanned records of processed special claims submissions. Participates in the development of industry association workshops/training materials and presentations regarding special claims. Performs other duties as assigned.
QUALIFICATIONS: Bachelor's degree from an accredited college or university. Considerable experience in compiling and analyzing data or work requiring heavy attention to detail. Knowledge of HUD regulations pertaining to Tenant Rental Assistance Certification System (TRACS). Knowledge of HUD regulations pertaining to Special Claims for Vacancy Loss After Rent Up, Unpaid Rent and Damages. Knowledge of modern principles, practices and techniques of accounting, budgeting, and financial reporting that utilize Generally Accepted Accounting Principles and techniques unique to HAP subsidy disbursement requirements detailed in the Performance Based Contract Administrator (PBCA) Annual Contribution Contract (ACC). Experience working under specific office procedures and practices. Considerable knowledge of personal computers, Excel, Microsoft Access and Windows word-processing software. Skills in operating general office machines. Ability to communicate clearly and concisely, orally and in writing using Business English and arithmetic. Must be able to write and compose complex reports or memorandums. Knowledge of data processing principles and practices, modern principles and techniques of Section 8 Housing and HUD accounting handbooks and guidelines. Ability to establish and maintain effective and courteous relationships with other employees and other external business contacts and deal effectively with situations requiring tact and diplomacy. TRACS Data Analyst

RESPONSIBILITIES: Under general supervision, audits, reconciles and processes property vouchers submitted by property owner/agents. Provides technical support and customer service to property owner/agents. Routinely contacts owner/agents within assigned portfolio to provide reminders of voucher deadlines. Conducts line by line audits of paper voucher submitted monthly by property, electronic voucher submitted monthly by property, and data contained in agency database to ensure accuracy and identify discrepancies. Troubleshoots to establish cause of discrepancies by reviewing electronic tenant data files submitted by property owner/agents and isolating any errors contained in electronic tenant data files. Ensures that monthly electronic voucher and tenant data submitted by owner/agent is accepted in the TRACS system error free, that the property’s percentage of compliance is at or above the minimum threshold set by HUD regulations. Researches certifications with discrepancies to isolate the cause of each error. Notifies owner/agents of missing or incorrect certifications and assists with making corrections. Checks monthly adjustments submitted against agency records to determine denial or approval and offers specific reasons for all denied adjustments. Responsible for generating and review of monthly reports for each property, creating both a voucher packet for agency records and a mailing packet to be distributed to the property owner/agent. Forwards completed voucher packets to the Senior TRACS Data Analyst within 5 business days of receiving a complete HAP request. Maintains call logs, manages spreadsheets and organizes workload to meet daily, weekly, and monthly deadlines. Maintains voucher files, list of second round vouchers, and rent schedule implementations. Works cooperatively with other departments to resolve rent schedule, MOR, and other property issues as they arise. Performs other duties as assigned.
QUALIFICATIONS: Entry-level position-will train. Minimum two-year Associate degree from an accredited college or university, or graduate of a licensed business college. Two to three years’ computer experience or an equivalent combination of education and experience. Knowledge of HUD regulations pertaining to the TRACS system preferred. Knowledge of computer operations such as word processing and spreadsheet applications. Skill in operating a computer and other office equipment. Skill in performing mathematical/accounting computations. Skill in providing customer service and responding to inquiries.
